Company History

Condor Earth Technologies, Inc. was incorporated by Barry Hillman, Bob Hoagland, and Pete Dohms in 1983 as Condor Minerals Management. The initial professional direction of the company focused on providing geologic and permitting services to the mining industry in California and Nevada. Some of the more important clients included Northgate Minerals Corporation, Hecla Mining, Calgom (Merk), Carson Hill Gold Mine, Meridian Minerals, and others.

Condor expanded its geographic area, capabilities, and client base through the 1980’s and 1990’s. By 1992, the firm was offering geologic, environmental, geotechnical, permitting, and MTSI services from offices in Sonora, Turlock, and Pensacola, Florida. The development of new capabilities applicable to company services prompted the change in the company’s name to Condor Earth Technologies, Inc.

Early work focused primarily on geologic investigations, minerals exploration, and mine permitting. Eventually, services expanded to include environmental services, geotechnical engineering, hydrogeology, planning and permitting, and materials testing and construction inspection.

In the late-1980’s, Condor began developing a GIS capability. It soon became apparent that an opportunity existed to develop a real-time field data collection product for integration with GIS. In 1994, Condor developed an agreement with Strata Software in the UK to market a real-time data collection and mapping software called PenMap. PenMap was marketed by the Company to private industry and government from 1995 to 2008. Current marketing efforts are now restricted to sale, through the Condor GSA contract, of PenMap to federal and state agencies in conjunction with use of the Vector Binoculars.

By the end of the 1990’s, Condor’s Turlock office was moved to Stockton and operations were consolidated through the closure of the Pensacola office. In 1999, Condor also developed and began marketing a product called 3D Tracker for real-time GPS monitoring of large structures and land forms. This product and related services were sold in 2006 to Pinnacle Technologies, Inc. (now a subsidiary of Halibarton). In 2006, Condor also opened its Merced office. Following the sale of 3D Tracker, the Board and shareholders of Condor elected to use funds to enhance the development of Condor’s core consulting services and to refrain from the development of additional products.

Effective October 1, 2005 (Condor’s 2006 fiscal year), Condor adopted an Employee Stock Ownership Plan (ESOP). The ESOP is designed to facilitate ownership transition while providing employees with diversification of their retirement investments. The Employee Ownership Committee (EOC) was created to help facilitate communication between the Employee-Owners and the Board of Directors, and to provide information and education about Condor’s ESOP Plan to Employee-Owners. All outstanding shares were purchased from Barry Hillman and Bob Hoagland in March and December of 2010. As a result, the ESOP owns 69% of Condor as of September, 2015. The balance of ownership is held by key Condor employees.

In 2012, Condor opened our newest office in Roseville, CA. This exciting addition brought the environmental health, safety and chemical risk management business of the former Oscar Larson & Associates Roseville office to Condor. Condor now has the opportunity to add our core services of environmental and chemical risk management consulting, geotechnical engineering, and construction inspection services to the greater Sacramento region.

Today, the geographic areas served by Condor are primarily in the Sacramento and San Joaquin Valley, adjoining California Sierra Foothills, and Napa-Sonoma region. Condor has offices located in Stockton, Merced, Roseville and corporate headquarters in Sonora with our MTSI lab in Jamestown.
